Background
During his nearly 19 years with the city, Jay Chapa has served in leadership positions in the Housing & Economic Development Department, Water Department and Budget Office. He most recently was director of economic development, where he is responsible for economic development, business retention and recruitment, small-business development, the city’s Business Diversity Office and all incentive programs, including tax abatement and tax increment financing.
Chapa previously worked at BNSF Railway as director of public policy in the Public-Private Partnership Group of the railroad. His efforts there led to the development of various partnerships with public entities that expanded and improved rail networks.
Chapa is a native of Mercedes, Texas, and has a bachelor’s degree in history from Texas Tech University and a master’s of public administration degree from the University of North Texas. He serves in various community organizations and boards.
