Council approves amendments to city’s Code of Ethics

City Council approved amendments to the city’s Code of Ethics that clarify who can serve on the Ethics Review Commission, what its role and powers are, the role of the city attorney and other city staff, and what constitutes a valid complaint.
The 8-1 vote in the Dec. 18 regularly scheduled meeting completed a two-year review of the ethics code and procedures by the Ethics Review Committee, a five-member board appointed by City Council.
The revisions allow the Council to appoint citizens with expertise to serve on a temporary task force without being in violation of the city’s Ethics Code. Task forces will operate in an advisory or study capacity, will not be empowered to take any final action and must comply with the Texas Open Meetings Act.
Other approved amendments include the use of a written opinion from the city attorney as a defense to an ethics complaint, redefining the role of the city attorney, streamlining the appeal process and clarifying the levels of sanctions that may be imposed.
The Code of Ethics serves as a guide for official conduct for City Council members, city employees and city board and commission members, and is a supplement to state statutes.
