City's Active Transportation Plan wins award from American Planning Association-Texas Chapter

Fort Worth's goal is to develop a plan for a transportation system that provides multiple alternatives for travel.

Fort Worth’s newly-adopted Active Transportation Plan — a data-driven approach to developing a comfortable walking and bicycling network — has been named one of the state’s best planning projects.

The American Planning Association Texas Chapter awards program recognizes outstanding efforts in planning achievements and planning leadership. The awards selection committee evaluated nominees based on originality and innovation, engagement, implementation and effectiveness, quality, and promotion of planning.

“These awards are a testament to a community’s commitment to good planning practices,” said Doug McDonald, president of APA-Texas.

Fort Worth partnered with the North Central Texas Council of Governments and Blue Zones Project to complete the plan, which won a Gold Award for Transportation Planning.

About the Active Transportation Plan

City staff completed an innovative Pedestrian Experience Index, which incorporates infrastructure such as sidewalks and crosswalks and built environment data to quantify the quality of the pedestrian experience for each block face (one side of the street between intersections) and each intersection in Fort Worth. A similar analysis was completed for bicycle user comfort, called Bicycle Level of Traffic Stress.

The Active Transportation Plan focused on improving walking, biking and connections to transit to improve equity, increase the number of short trips taken by walking and biking and improve the efficiency of the overall transportation system.

Equity was a major component of project prioritization. For new sidewalks, 40% of the score was focused on racial, economic and areas with a high number of persons with disabilities. Trails and on-street bikeways received 30% of the equity score.

Specific outcomes of this plan have led to a prioritized list for sidewalk, trail and on-street bike lane projects, targets for increasing funding for active transportation and a design guide to ensure bike lane projects are installed for maximum comfort and usability.
