The SmartFlush Care Program has a component for low-income customers who meet the federal household income guidelines. Qualifying customers, regardless of age, can receive up to two ultra-high efficiency, dual-flush toilets plus free installation.
- Do you have an active Fort Worth water account?
- Do you own or rent a home built before 1994 with existing high flow toilets that have not been replaced? If you rent, a Landlord Consent Form must be submitted with your application.
- Do you have a toilet that is at least 15 years old, using 3 or more gallons per flush (gpf). If you’ve remodeled or replaced a broken toilet since 1994, existing 1.6 gpf toilets do not qualify for replacement. ( Check to see if your toilet qualifies.)
- Is your total household income equal to or less than the amount in the listed chart? (This is based on the number of people living in the home.)
If you meet all the requirements above, contact Community Action Partners (CAP) at 817-392-5790 to sign up They will schedule an appointment to verify your income and pre-qualify you for the program. Income eligible applicants must be screened and verified through CAP. Applications will not be accepted.

If approved, new toilets will be installed by a contracted plumber, free to the customer. By making the choice to switch, you can save water and money with every flush…now that’s smart.
Please allow 6-8 weeks for processing. Toilets are issued on a first-come, first-served basis while supplies last.
