Stormwater Management Program Master Plan Update

Purpose and Objectives

This update to the Stormwater Management Program Master Plan will assess the progress and lessons learned from the first 10 years of the program.

Opportunities for efficiencies and improvements will be objectively evaluated to ensure the City of Fort Worth is in line with representative communities. Strategies, priorities, and policies will be refined to optimize the use of resources to best meet the stormwater related needs of the City of Fort Worth community over the next 10 years. This initiative will include significant stakeholder engagement and input with the updated Master Plan ultimately being submitted for adoption by City Council.

This video is a modified version of the May 16, 2017, stakeholder meeting presentation, which provides an overview of the peer review communities and a focused discussion on four specific that we wanted feedback on: non-FEMA local floodplains, private property channel erosion, voluntary buyout, and development oversight.

Adoption Schedule Overview

The schedule for adoption runs from January to March 2018. On Jan. 24, the draft report is scheduled to be presented to the Plan Commission. On Feb. 28, there will be a public hearing at the Plan Commission meeting. On March 27, the City Council is expected to adopt and incorporate the master plan. Implementation and action will follow.

Planning Schedule Overview

Internal engagement meetings run from December 2016 through January 2017. Benchmarking and Analysis from from January to May 2017. Implementation planning from from May to August 2017. Documentation will take place July 2017 through January 2018. Council will consider the plan in December or January.

Background

The City of Fort Worth implemented a Stormwater Utility in 2006 to address a backlog of data and technology needs, fulfill maintenance obligations, and construct capital projects to protect people and property from harmful stormwater runoff. The first 10 years of the Stormwater Management Program have focused on assessing citywide flood risk and drainage system capacity, addressing many of the most hazardous flooding problems in the city, implementing a high water warning system, developing a work order system and maintenance program, and developing a basic inventory of the major components of the drainage system.
