STATEMENTS OF QUALIFICATION

FOREST PARK

ENHANCED NEIGHBORHOOD

FAMILY AQUATICS CENTER

 

The City of Fort Worth invites the submittal of Statements of Qualifications (SOQs) from qualified architectural teams interested in providing design services in connection with the new Enhanced Neighborhood Family Aquatic Center at Forest Park to be located at 2850 Park Place Ave., Fort Worth, Texas 76110.

 

The City of Fort Worth intends to replace the existing Forest Park Pool with a new Enhanced Neighborhood Family Aquatic Center, consisting of a bathhouse, pool, and associated amenities required for operation.  The selected team will provide services, including developing the program, creating architectural and engineering designs, estimating and compiling budgets, and recommending furniture, furnishings and equipment.    The City intends to request competitive bids from qualified general contractors who will perform the construction according to the plans and specifications proposed by the qualified firm chosen pursuant to this RFQ.  The construction budget is approximately $5,000,000.

 

DESCRIPTION OF EVALUATION PROCESS

The process for evaluation of architect services will proceed in two stages:

  • Submission of Written Qualifications

A selection team consisting of members from the Parks & Recreation Department, Diversity & Inclusion Department, and Property Management Department will review and evaluate the written responses to the Request for Qualifications (RFQ) in accordance with the evaluation criteria identified in Attachment “A”.  The team will select qualified architectural teams to proceed to the interview stage of the evaluation process.

 

  • Interview Stage

Each of the selected qualified architectural teams will participate in a detailed interview to discuss more fully how their approach to this project satisfies the evaluation criteria set forth in Attachment “A”.  In addition, the architectural teams will be required to answer questions posed by the selection team.  It will be the sole responsibility of the selection team to rank the candidates in order of qualification on the basis of the evaluation of the written responses and oral responses received during the interview.  The top-ranking candidate shall then be invited to proceed to the negotiation stage.

 

SITE VISIT

  • All architectural teams are encouraged to evaluate the project information contained in the RFQ carefully and visit the potential site.

 

SCOPE OF SERVICES DESIRED

The professional services of the architectural teams will be based on the GSA Standard Form 330 (Architect-Engineer Qualification) and should include information on recreation and aquatic projects, proposed project manager(s) and consultants and their qualifications, and client references with names, titles, telephone numbers, project names, and other pertinent data.  The SOQ is limited to 32 pages total.  Cover letters will not count as part of the 32 pages total.

 

 

 

  • Program/Predesign

Prepare a written program for the project defining goals, scope, budget and schedule based on discussions with and information provided by City staff.

The City shall provide the architect information about the site boundary and any known environmental issues. 

 

The architect shall provide necessary geotechnical reports and topographic surveys.

 

  • Schematic Design & Cost Estimating

Based on the program and initial budget, the architectural team shall prepare a schematic design for the pool, pool features, and associated supporting elements and facilities.

The architect shall submit a project cost estimate prepared by an independent professional cost estimator. 

The architectural team will assist with the selection of a general contractor, including reference checks, participation in shortlisting meetings and interviews.

Members of the design team who are familiar with the design shall be available to attend at least two public meetings, where they will answer public questions regarding the project.

 

  • Design Development

The architect shall submit a final project cost estimate prepared by an independent, professional cost estimator, incorporating any changes resulting from the public meetings.     All construction drawings, specifications, and other essential documents will be submitted at the end of the development phase.

 

The architectural team will assist the City in obtaining construction permits and TAS reviews and inspections, etc.

 

  • Construction Phase

The architectural team will assist with the selection of a general contractor, including reference checks, participation in shortlisting meetings and interviews, and provide post construction services as needed.

 

BUSINESS EQUITY FIRM UTILIZATION REQUIREMENTS

The City of Fort Worth implemented the Business Equity Ordinance to reflect the City’s availability and disparity study findings.   All proposers shall note that it is the policy of the City to ensure the full and equitable participation of Business Equity Firms in the procurement of services $100,000.00 or more. 

The Business Equity goal is 14%.

The information shall be submitted with the proposal and shall include:

  • The company name, address, point of contact, email address, office and fax telephone numbers of the Business Equity firms;
  • A detailed description of the work to be performed or supplied by each Business Equity firm;
  • The sub-contract value or percentage of work for each Business Equity firm;
  • State the Business Equity percentage level of commitment achieved; and
  • Provide the same identification information for all non-Business Equity firms

It is important to note that only certified Business Equity firms that perform a commercially useful function may count towards the 14% Business Equity goal. The firms must be located in the City’s six (6) county geographic marketplace that includes the counties of: Tarrant, Dallas, Denton, Johnson, Parker and Wise. 

A certified Business Equity Proposer, located within the City’s marketplace, can count it's self-performance services towards meeting the Business Equity Goal for the assigned NAICS commodity codes on their Minority Business Enterprise or Women Business Enterprise certification. If the Business Equity Proposer cannot self-perform all of the work, it will be accountable for subcontracting with certified Business Equity Firms to meet the overall goal.

Proposers must obtain a request for listing of certified firms from the City of Fort Worth’s Business Equity Division; email DVIN_BEoffice@fortworthtexas.gov. This will ensure that Proposers are acknowledging Business Equity Firms currently certified by the North Central Texas Regional Certification Agency (NCTRCA), Dallas/Fort Worth Minority Supplier Development Council (D/FW MSDC) or the Women’s Business Council Southwest (WBCS) at the time proposals are submitted, in order for the participation to be counted towards the established goal.  

If a Proposer, forms a joint venture with one or more Business Equity firms, the Business Equity joint venture percentage participation will be counted towards the established goal.  The appropriate Business Equity Joint Venture Firm must be submitted for review and approval in order for it to be counted.

If Proposer failed to meet the stated Business Equity Goal, in part or in whole, then a detailed explanation must be submitted to demonstrate the Good Faith Efforts made to secure Business Equity participation.

Failure to submit the Business Equity participation information or the detailed explanation of the proposer’s Good Faith Efforts to meet or exceed the stated Business Equity Goal, may render the proposal non-responsive. 

The Business Equity commitment will be part of the final weighted selection criteria.

SUBMISSIONS

The seven (7) copies (one copy marked as “Original”) of the SOQs must be received by Facilities Division of the Property Management Department, City of Fort Worth located at 401 West 13th Street, Fort Worth, Texas  76102.  The SOQs must be received not later than 5:00 PM on Thursday, September 23, 2021.
