NOTICE TO OFFERORS
JOB ORDER CONTRACT (JOC) SERVICES
Request for Proposals for Job Order Contract (JOC) Services for facility improvements will be received by the Architectural Services Manager, Facilities Management Division, Property Management Department, City of Fort Worth located at 401 West 13th Street, Fort Worth, Texas 76102. Submit seven copies of the proposal. The proposal must be received not later than 5:00 PM on Thursday, May 26, 2022.
The last day for questions from prospective Offerors will be by 5:00 PM on Friday, May 20, 2022.
A Pre-Proposal Conference will be held at 9:00 A.M., Wednesday, May 11, 2022 at the 13th Street Annex Conference Room at 401 West 13th Street, Fort Worth.
The initial JOC Services agreement will be for two years with options to renew for three additional one-year periods at the City’s option. The maximum value of any Job Order will be approximately $300,000.00. The minimum value of any Job Order will be approximately in the $2,500.00 range. The aggregate amount of the Job Orders in an individual year will not exceed $1,500,000.00 without authorization from the City Council.
BUSINESS EQUITY FIRM PROVISIONS
In accordance with the City’s Business Equity Ordinance No. 25165-10-2021, as amended, the purpose of this Article is to remedy past underutilization and provide a fair and level playing field for Business Equity Firms and to encourage the participation of Business Equity Firms to contract with the City. The City has goals for the participation of Business Equity Firms, certified minority and women-owned business enterprises (M/WBEs) in City contracts over $100,000. All Offerors shall note that it is the policy of the City of Fort Worth to ensure full and equitable participation in its procurements, specifically the involvement of Business Equity Firms. Business Equity Firms must be certified before recommendation of bid award by a third-party certifying agency acceptable by the City to be counted in the Business Equity Program. The City accepts certifications from the North Central Texas Regional Certification Agency (NCTRCA), Dallas/Fort Worth Minority Supplier Council (DFW MSDC), or the Women's Business Council-SW. Business Equity Firms must be located in the City's six-county geographic Marketplace as defined by the City's most recent Disparity Study. The City's Marketplace consists of Tarrant, Dallas, Denton, Johnson, Parker, and Wise counties.
Offerors must submit Letters of Insurability with their RFP submittals. The selected contractor or contractors will be required to submit Payment and Performance Bonds for each Job Order over $25,000.00 respectively; and will be required to provide certificate of insurance evidencing minimum coverages as required by the RFP and Contract Documents.
General Contractors and Suppliers may make copies of the Instructions to Offerors and General Conditions through their printer. Proposal documents are not available at the City.
