The mission of  Neighborhood Services is to strengthen communities by empowering residents with housing, community development and social services. Through collaborative efforts, we improve the quality of life in our neighborhoods with people-focused programs and strong partnerships.  

Neighborhood Services' goal is to create vibrant, safe and sustainable communities by addressing the needs and concerns of Fort Worth residents.

Relief for Winter Storm 2021 Residents through HARRP Program

Great news for homeowners affected by the 2021 Winter Storm (Uri). The City of Fort Worth was provided funds from the Department of Housing and Urban Development to help through the HARRP program with $6.8M in grants from the Community Development Block Grant – Disaster Recovery fund. Read more>>


Fairhaven Neighborhood Community Survey

Fairhaven neighbors, tell us what projects we should prioritize. Fort Worth’s Fairhaven neighborhood is the recipient of the 2025 Neighborhood Improvement Program, a $4.2 million grant that will help fund a three-year project.  More>>

Department Leadership


Kacey Bess

Kacey Thomas

Neighborhood Services Director

Kacey Thomas has over a decade of dedicated service with the City of Fort Worth. Her most recent position as the Assistant Director of the Human Resources Department highlights her proficiency in administrative leadership.

Prior to this role, Thomas held pivotal positions in Park & Recreation as the Senior Administrative Services Manager and in Fire as the Administrative Services Manager. Her tenure with the City commenced in Budget as a Budget Analyst.

Thomas holds a bachelor’s degree in business from UT Austin and a master’s degree in public administration from UT Arlington. She’s also a certified Senior Professional in Human Resources.
