The Historic Marine was selected as the neighborhood to focus its $3,887,650 Neighborhood Improvement Program allocation in 2023. The Neighborhood Improvement Program is an annual effort of the City of Fort Worth, implemented by Neighborhood Services Department staff, that provides targeted capital investments to improve the quality of life and enhance public safety.
While Neighborhood Services coordinates the program from start to finish, the program is community driven. Feedback from local residents and business owners in the target area is vital to the program’s success. City departments such as Code Compliance, Park & Recreation, Transportation & Public Works all play an important role in making neighborhood improvements. The target neighborhood lies in Council District 2 and is bounded by Circle Park Boulevard on the west, Northwest 23rd Street on the north, the Trinity River on the east and Grand Avenue and North 10th Street on the south.

In 2023, Historic Marine, located roughly along North Main Street between Northside Drive and 23rd Street, was selected as the neighborhood of focus for a portion of the almost $4 million Neighborhood Improvement Program (NIP) allocation.
“The goal of the NIP is to bring needed improvements and resources to the community, prioritized by the people who live here,” said City of Fort Worth District 2 Councilman Carlos Flores. “The work city staff have done in Historic Marine has helped us formulate a plan to enhance this Northside community.”
Neighborhood Services Department Director Victor Turner and his staff recommended expansion of the NIP to target two neighborhoods per year, doubling the program focus. Fort Worth City Council recently voted in favor of the expanded program which includes:
• An increase of $4 million to $8 million for NIP, allowing the program to double
• An additional $2 million for the priority home repair program for 200 additional homes/homeowners
“Our survey and robust community outreach indicated residents would like park improvements to include additional playground equipment and sports courts, additional lighting and sidewalks,” said Turner. “The role of our department is serving our community and our neighbors. We have a dedicated team working to hear from everyone willing to participate in this process. We are working to improve the quality of life in our neighborhoods.”
