Housing Opportunities for Persons with AIDS

HOPWA LOGO.png HOPWA provides housing assistance and supportive services to help low-income persons living with HIV and their households establish or maintain affordable and stable housing, reduce their risk of homelessness, and improve their access to health care and supportive services.

 

The HOPWA program is the only Federal program dedicated to the housing needs of people living with HIV/AIDS and is funded by grants from the U.S. Department of Housing and Urban Development (HUD).

Applicants must meet eligibility requirements which include proof of HIV/AIDS diagnosis and income guidelines. There is an income limit depending on household size that will be determined prior to services provided. HOPWA staff are required to have written confidentiality policies and to assure confidentiality of client names, information, and records as it relates to their HIV-status.

Permanent Housing Placement (PHP)

PHP establishes permanent residency where continued occupancy in the unit is expected. The program begins in October 2023 and can pay for the following:

  • Application fees
  • Credit check expenses
  • One-time utility connection fees
  • Security deposits (not to exceed two month’s total rent and should be returned to the City of Fort Worth if tenant leaves unit in good condition upon Landlord’s determination)
  • First and last month’s rent
  • Rent/utility arrears (when past due debt is a barrier to accessing new unit.)

Support Services

Applicants will also receive case management services that provides linkage to other services and works with the household to accomplish short-and long-term goals.

Tenant Based Rental Assistance

Long-term rental assistance program that maximizes independence for residents.

The program only pays for City’s portion of the rent and Landlord has to be willing to do business with the City of Fort Worth and register as an official City of Fort Worth vendor for assistance.
