The land for this park, approximately one acre, was donated to the city in 1998 by Nick and Louella Baker Martin and named for Mrs. Martin’s mother, Louella Bales Baker. In 2001, the Martins donated $30,000 for the development of the park. Additional funds of $1,121.35 were received from the Inside Riverside Beautification Tree Program. These funds were used for the construction of a multi-use slab, basketball goal, bench, and a small playground. Additional improvements were made in 2007-08 following the donation of $21,059 for the park. Dale Resources, LLC gave the United Riverside Neighborhood Association $20,000 for improvements and the neighborhood association chipped in another $1,059. The improvements consisted of the extension of the sidewalk to complete a loop around the park and the construction of a 16' by 24' shelter with picnic tables.
