Community centers are a great, affordable place to host your special occasions and meetings. Create special memories by booking your next birthday party, baby shower, or family reunion at a community center. Tables and chairs are available for use and included in your rental fee.

 

What are the fees to rent a community center?

How far in advance do I need to reserve a facility?

Rentals shall be made a minimum of 14 days prior to the reservation date. Rentals outside the hours of operation must be made 30 days in advance and must be a minimum of two hours. Facility reservations can be made up to six months in advance of the reservation date (minimum length is one hour).

 

How late can I reserve a community center?

After hour rentals are possible but subject to staff and facility availability. Customers should work with the center supervisor/coordinator.

 

Are tables and chairs provided with the rental?

A limited number of tables and chairs may be available for use by the renter. Linens, tableware, utensils, pots, pans, and coffee makers are not provided as part of the reservation. Community center staff will be responsible for setting up and taking down tables and chairs based upon the pre-approved floor plan. Floor plans are due at time of booking, or at minimum, 14 days in advance of the rental.

 

Do you require that I make a deposit? If so, how much is the deposit?

Yes, a $150 refundable deposit shall be collected for each reservation to ensure that the facility is maintained and cleaned according to the rental agreement. The deposit is due when booking the reservation or 14 days prior to the reservation date. After the rental, deposit fees will be refunded depending upon City inspection of the facility. Deposits will be processed in the form of the original payment. Payments made by cash will be refunded by check.

 

 

Do you allow alcohol in the building?

Alcohol is not permitted in or around community centers, parking lots, or parks.

 

How do I reserve a community center?

Reservations must be made in-person or online; telephone reservations are not permitted. Reservations are on a "first-come-first-served" basis.

 

What items are prohibited during my reservation?

Alcoholic beverages, tobacco products, vaping, gambling, and illegal drugs are not permitted in or around community centers, parking lots, or parks. Only service animals are permitted in the facility; pets are not allowed. Glitter, color powder/smoke, rice, birdseed, fog, foam, and bubble machines, piñatas, sidewalk chalk, water balloons, confetti, or other entertainment litter are not permitted in the facility. Live Christmas trees and straw/hay bales are prohibited. No glass containers, deep fryers, tents, or generators are permitted in the facility.

 

What happens if I need to cancel my reservation?

All cancellation requests must be submitted in writing. If a facility reservation cancellation request is made at least two weeks prior to the rental, 100% of the deposit and fees will be refunded. If the reservation cancellation is made within two weeks of the rental, all deposits will be forfeited. All refunds must be approved by the center supervisor/coordinator. A $10 processing fee will be assessed for all refund requests.

 

Will the renter receive extra time to set up and decorate for their rental?

Customers making reservations shall determine the exact time the facility is needed. All set-up, breakdown, decorating, and cleaning time must be included in the reservation time.

 

Does the community center provide any discounts? Is the rental free if I am a nonprofit?

Reservation fees cannot be discounted or changed because they are set by City Council.

 

What is a designated public forum?

This is a legal concept established by the Supreme Court and defined by case law. It allows the government to designate a space for free public expression when that space would not otherwise be considered a traditional forum for free expression. Libraries’ and community centers’ traditional purpose is not necessarily as a public forum for First Amendment expression but making rooms available for public rental places them into the category of being a place for public expression.

 

How does this new “designated public forum” policy apply to community centers, parks and public spaces?

The policy only addresses use of activity rooms, gymnasium, parks and other indoor public rooms available for rent. We can’t regulate what people are talking about in those spaces, but we can deal with unreasonable volume, disruption, etc. Customers are still required to abide by any federal, state and local law, rules, ordinances and regulations; this includes but is not limited to facility and park rules.

 

What are “content-neutral time, place, and manner restrictions”?

Limitations based on how, where, or when expression can occur, rather than the content of the message being communicated. Examples would be content-neutral rules restricting open flames in meeting rooms, exceeding occupancy limits, limiting rentals to community center operating hours, or requiring renters to make reservations through the online system.

 

Why are we enacting a new policy for renting space at public facilities?

The City and Park & Recreation leadership have worked this year to address some concerns that have arisen about the community centers and libraries reservation policy. In close collaboration with the City’s Legal Department, the decision has been made by City management to treat libraries and community center rooms as “designated public forums” for First Amendment purposes.
