Tap fees are associated with new connections to existing public water and wastewater mains when installed by city crews.
- All new water connections incur a tap fee, impact fee and meter set fee.
- All new wastewater connections incur a tap fee and impact fee.
- The process for installing or removing taps depends on the age of the street and location of the tap.
- The city crews will only install taps within streets that are greater than 2 years old.
- Meter set fees are the cost for installing a water meter that is 2-inches or smaller.
- Larger size meter sets are handled through either a Community Facilities Agreement or the water in-house design contract.
- The tap fee is determined by pavement type and the location of the water or wastewater main from the center of the street to the property to be served.
- Long-side and short-side reference whether the tap will be on the side closer to or further from the water or wastewater main.
Any connection in excess of 55 feet from the water main to the meter or from the wastewater main to the property line requires an extension project. These are more expensive, with charges incurred per linear foot, with an 8-inch diameter minimum. Contact the water applications section on the lower level of City Hall at 817-392-8250 for assistance on applying for an extension project.
A licensed plumber must connect the tap at the property line to the homeowner’s or business's private service lines after obtaining a plumbing permit. (Note: City code requires plumbers install a private shutoff on the customer side of the meter.)
The city will use its miscellaneous contracts to install taps at the customer’s expense when the tap is:
- outside the downtown central business district;
- in streets that are greater than two years of age;
- 12-feet deep or less for wastewater taps.
A Community Facilities Agreement is required for taps within streets that are two years old or less.
