Proposed 2020 water and wastewater rates announced

Average Fort Worth residential customers would see their combined water and wastewater bill increase by $2.47 per month in 2020 based on the proposed rates presented to the City Council. With the proposed changes, the average customer would pay about $2.25 a day for water and wastewater service.

A report outlining the proposed 2020 rate changes and explaining the factors behind the changes is available for review. Copies of the report are available in all Fort Worth libraries. Written comments regarding the report must be submitted to the water director by noon Sept. 6. If approved by the City Council in September, the new rates take effect Jan. 1.

The proposed changes to wastewater rates affect both the fixed monthly charge, which is based on meter size, and the volume rates. For water rates, there is no proposed change to the monthly service charge, but volume rate changes are planned. There is actually a small decrease in volume rates for some classes or tiers within classes.

The super user class is being eliminated in 2020, completing a multi-year phase in of these few customers back into the industrial class. The class was established in 2006; however, upon review of water usage trends since 2006, the class behaves very similarly to the industrial class.

The irrigation class rate is decreasing and the number of tiers in the class is reducing from three tiers to two tiers. The first tier rate is for usage up to 100 cubic feet, and the second tier rate is for all usage above that amount.

The water and wastewater utility’s proposed, balanced FY2020 water and wastewater budget is $16,230,506, or 3.5% more than the FY2019 budget. The categories with the largest increases are cash financing of capital projects, debt service, personnel costs, paving costs and contractual costs.
