Council work session

The City Council met in a work session at 1 p.m.

  • Informal reports: Transportation impact fees study results and timetable; DFW International Airport budget adoption; Sales tax update; Design team selection for Phase 1 of the Fort Worth Convention Center expansion project; Preservation of Butler Place historic resources; Proposed amendments to City Council rules of procedure; Protecting historic cemeteries in Fort Worth; Role of streets and finished floor elevations for stormwater management; Weatherization assistance program.
  • Presentations:

Briefing on National Juneteenth Museum project. The project at Evans Avenue and Rosedale Street in District 8 will include historical galleries, a 250-seat theater, food hall, business incubator and outdoor plaza. Billed as the Gateway to the Historic Southside, the project will include 55 residential units designed to infuse residents back into the neighborhood. Currently in a capital campaign, organizers plan to break ground during the first quarter of 2023 and open the museum on June 19, 2025.

Texas School Accountability Report. Councilmembers reviewed an annual report that details the percentage of public school children in Fort Worth city limits who meet grade-level metrics in reading and math. The report is broken down by council district. Overall, 36% of students are meeting grade-level standards.

Final report on expert panel on police reform. In October 2019, following an officer-involved shooting that resulted in the death of Atatiana Jefferson, the City of Fort Worth decided to hire a panel of criminal justice experts to study the policies and practices of the Fort Worth Police Department and make appropriate recommendations for reform. This panel’s work was intended to build upon the work of the City’s Task Force on Race and Culture, whose recommendations in December 2018 had led the City in September 2019 to create the Office of Police Oversight Monitor. The police expert review panel, co-chaired by Dr. Alex del Carmen and Dr. Theron Bowman, presented an interim report to the City Council in August 2020 and prepared a draft final report for City staff review and comment in January 2021. The panel presented its final report to City staff on April 1, 2022.  In view of various scheduling conflicts, however, the earliest date on which the panel was able to present its final report to the City Council was Sept. 6.
