Existing water and sewer mains – in three council districts – will be replaced in an area bound by John T White Road to the north, Blue Carriage Lane to the east, Normandy Road to the south and Carl Street to the west. Landmarks include Oakland Lake Park, Cobblestone Trail Park, Meadowbrook Golf Course and John T White Elementary School.

Council District 4

• Rockhill Court from Charlott Street to the north cul-de-sac (water) - Eastern Hills neighborhood association and the Neighborhoods of East Fort Worth;
• Easement north of Rockhill Court from the Rockhill Court cul-de-sac to 200 feet north of the cul-de-sac (sewer)
• Charlott Street from Azteca Drive to Blueridge Drive (water and sewer) -  Eastern Hills neighborhood association and the Neighborhoods of East Fort Worth
• Brentwood Stair Road from 470 feet north of Brentwood Drive to north 300 feet north on Brentwood Stair Road (water) - Brentwood-Oak Hills neighborhood association and the Neighborhoods of East Fort Worth
• Ederville Road from the Brentwood Stair Road/Brentwood Drive intersection to 180 feet east of Brentwood Drive (water) - Brentwood Oak Hills neighborhood association and the Neighborhoods of East Fort Worth

Council District 5

• Williams Road from John T White Road to Anderson Boulevard (water and sewer)
• John T White Road from Sandy Lane to Blue Carriage Lane (water and sewer)

Both Council District 5 segments are in the  John T White neighborhood association and the Historic Randol's Mill Valley Alliance

Council District 8

• Carl Street from Menzer Street to Normandy Road (water and sewer) -  West Meadowbrook neighborhood association and Neighborhoods of East Fort Worth
• Easement between Carl Street and North Edgewood Terrace from 330 feet south of Kemble Street to 970 feet south of Kemble Street (sewer) - West Meadowbrook neighborhood association and Neighborhoods of East Fort Worth
• Holt Street from Brentwood Stair Road to Kemble Street (water and sewer) -  West Meadowbrook neighborhood association and Neighborhoods of East Fort Worth
• Edgewood Terrace from Kemble Street to Normandy Road (sewer) - West Meadowbrook neighborhood association, Central Meadowbrook neighborhood association and Neighborhoods of East Fort Worth
