The mission of Fort Worth Neighborhoods is to strengthen communities by empowering residents with housing, community development, and social services. Through collaborative efforts, we improve the quality of life in our neighborhoods with people-focused programs and strong partnerships.

Neighborhood Services goal is to create vibrant, safe, and sustainable communities by addressing the needs and concerns of Fort Worth residents.

Fairhaven Neighborhood selected for the Neighborhood Improvement Program for 2025

Fort Worth’s Fairhaven neighborhood has been chosen as the recipient of the 2025 Neighborhood Improvement Program. This $4.2 million grant will help fund a three-year project that involves conducting a resident survey, hosting a town hall meeting, and implementing the improvements in October 2025. This targeted neighborhood spans Council Districts 5 and 11.. Learn more>>

Community Action Partners to Resume Utility Bill Assistance Program in March The City of Fort Worth's Community Action Partners (CAP) will resume accepting applications for utility bill payment in March 2025 to at various community locations in Tarrant County. The program aims to help low-income eligible residents manage and help pay their electricity and gas/propane bills. Interested applicants must live in Tarrant County and must visit the center below to apply, along with bringing all required documentation.

Community Planning & Reporting

Oversees the planning and reporting of grant programs that fund community projects, such as neighborhood improvements, affordable housing and housing stability.

Homebuyer Assistance Program

Provides up to $25,000 in mortgage assistance for income-eligible first-time homebuyers within the Fort Worth city limits.

Housing Finance Corporation

Helps finance the residential ownership and development of single-family and multi-family dwellings for low and moderate incomes.

Housing Opportunities for Persons with AIDS

Offers vital housing and support services, helping low-income individuals with secure stable housing.

Lead-Safe Program

Offers lead hazard reduction home repairs to ensure a safe, lead-free environment for children and residents of Fort Worth

Neighborhood Empowerment Zones (NEZs)

Promote development, revitalization and investment in underserved neighborhoods through targeted policies and incentives.

Neighborhood Improvement Program

Prioritizes neighborhood revitalization and infrastructure improvements to attract investors, enhance livability, and elevate the quality of life for Fort Worth residents.

Priority Repair Program

Provides critical emergency and mechanical system repairs to Fort Worth homeowners in need, ensuring safe and livable conditions.

Public Service Agencies

Public Service Agencies (PSAs) are nonprofit organizations that provide essential social services to vulnerable populations, especially those with lower incomes.

Texas Opioid Settlement Funds

Distributes settlement money from opioid-related lawsuits to support addiction prevention, treatment, and recovery efforts across the state.

Veteran Services

We honor our veterans by providing essential support, including resources, job training and housing to help them transition to civilian life and enhance their well-being.

Weatherization Program

The Weatherization Assistance Program enhances energy efficiency for income-eligible households in Tarrant County.

Kacey Bess

Neighborhood Services Director

Kacey has over a decade of dedicated service with the City of Fort Worth. Her most recent role as the Assistant Director of the Human Resources Department underscores her adeptness in administrative leadership.

She held pivotal positions in Parks & Recreation as the Senior Administrative Services Manager & within Fire as the Administrative Services Manager. Her journey with the City began in Budget as a Budget Analyst, demonstrating a comprehensive understanding of municipal operations.

Kacey received her bachelor’s degree in business from UT Austin and a master’s degree in public administration from the UT Arlington. She also is a certified Senior Professional in Human Resources.

Fair & Affordable Housing

Fair housing laws ensure individuals and families attempting to buy, sell, lease or finance a home are treated equally. Fair housing laws protect individuals from discrimination based on their race, color, national origin, religion, familial status, gender and disability. The availability of affordable housing in communities where those individuals and families want to live, however, can severely limit fair housing choice.

Housing is considered affordable when the total cost of housing – including rent/mortgage and utilities – is under 30 percent of household income.
