Construction starts March 3, 2025 to improve water service reliability by replacing old, large cast iron water mains and one sewer main. The replacements on the westside of downtown are in Lancaster Avenue, Summit Avenue, Henderson Street, West 10th Street, West 5th Street, West 2nd Street, Collier Street, West 13th Street and Florence Street.

The construction will occur in 12 phases. The streets in each phase are listed in the Project News section below.

  • Motorists will experience significant traffic impacts at various stages of construction.
  • The water utility and its contractor will work with businesses to ensure at least one point of access is always available.

  • Some businesses will be on a temporary water line during construction. Water meters are removed at this time and billing is based on historical usage data.

  • Construction is estimated to last two years, including a seven-week pause during the World Cup in 2026. Weather or unforeseen issues, such as discovering a conflict with another buried utility, could delay project completion.
  • Construction will occur Monday through Friday from 7 a.m. to 7 p.m. Contractor can request to work on a weekend, if the request is made by the previous Thursday. 

This project is in Fort Worth Council District 9. Construction will impact the Fort Worth Downtown Neighborhood Alliance. Landmarks include Trinity Terrace, First Presbyterian Church, First United Methodist Church, new City Hall, apartments and businesses

Projected construction schedule and street closures

March 3-12:

  • Dig, lay and bury small-diameter water line in Florence Street between West Lancaster Avenue and West 13th Street; make temporary road repair in Florence Street
  • Florence Street completely closed during construction hours, one lane is open each evening and on weekends 

March 13-30: 

  • Dig, lay and bury small-diameter water line in West 13th Street from Florence Street to the west side of Henderson Street ; make temporary road repair in West 13th Street 
  • West 13th Street is completely closed during construction hours. The street will be open each evening and on weekends.
  • Partial closure of Henderson Street at West 13th Street to lay the pipe to the across Henderson Street. This is only for a few days with more exact dates known later.  One lane of traffic will be open in each at all times. 
  • Permanent road repairs in Henderson Street will occur immediately following the water line installation across Henderson Street.

March 31- April 20:

  •  Dig, lay and bury small-diameter water line in West Lancaster Avenue Lake Street to Florence Street; make temporary road repair in West Lancaster Avenue
  • All westbound lanes of West Lancaster Avenue are closed between Summit Avenue and Lamar/Hemphill streets; eastbound lanes remain open

April 21 - May 11:

  • Dig, lay and bury large-diameter water line in Florence Street between West Lancaster Avenue and West 13th Street; make temporary road repair in Florence Street
  • Florence Street completely closed during construction hours, one lane is open each evening and on weekends 

May 12-26

  • Permanent road repair in West 13th Street

May 27 - June 5

  • Permanent road repair in Florence Street 

April 16 - June 25

  • Dig, lay and bury large-diameter water line in West Lancaster Avenue from Lake Street to Florence Street; make temporary road repairs
  • All westbound lanes of West Lancaster Avenue are closed between Summit Avenue and Lamar/Hemphill streets; eastbound lanes remain open 

Project Meetings

A community construction meeting was held on  Thursday, Feb. 27 at 9:30 a.m. concerning the replacement of large-diameter cast iron water mains that run through the western part of downtown Fort Worth, and, replacement of a sewer line in Summit Avenue.  Lancaster Avenue, and Collier Street).

The construction is divided into 12 phases. The work may not happen in the order of the phases.

Phase 1

  • Construction starts March 3, 2025
  • Florence Street from West Lancaster Avenue to just north of West 13th Street
  • West 13th Street from westside of Henderson Street to just east of Florence Street

Phase 2

  • Construction is projected to start on March 13, 2025
  • West Lancaster Avenue from Florence Street to westside of Lake Avenue

Phase 3

  • Construction is projected to start March 31
  • West Lancaster Avenue from Lake Avenue to west side of Summit Avenue 

Phase 4

  • Construction is projected to start in October
  • Summit Avenue from southside of West Lancaster Avenue to West 13th Street

Phase 5

  • Summit Avenue from West 13th Street to 10th Street

  • Collier Street between Lancaster Avenue and just north of Texas Street

  • 10th Street from Fournier Street to Summit Avenue
